Matthew T. Wall, J.D., Associate Counsel, Texas Hospital Association. Wall joined THA in August 1986, and currently serves as associate general counsel. As one of three in-house attorneys, his responsibilities include legislative and regulatory advocacy, advising member hospitals on health law issues, and health law research. He is a graduate of Rice University and the University of Houston College of Law. Wall is a member of the State Bar of Texas, the American Health Lawyers Association and the Austin Health Lawyers Group. He was appointed in 1999 to the council of the state bar health law section

Charles David Brown, Sr. Associate, Fulbright & Jaworski LLP.
Brown is focused on the health care industry as a senior associate in Fulbright & Jaworski's Houston office. He guides clients in both the prosecution and defense of matters in the court system, before agencies, and in alternative dispute proceedings. His broad experience and knowledge base includes vending and services contracts between vendors and hospitals, commercial disputes between hospitals, nonsubscriber suits for healthcare clients, Medicare appeals, medical and hospital malpractice and employment suits involving hospitals. 

Yvonne Karen Puig, partner, Fulbright & Jaworski LLP.
Puig practices exclusively in the health care area, and represents hospitals, HMOs, medical schools and other institutional health care providers. She has extensive experience in a variety of health law regulatory matters, including, but not limited to: EMTALA, credentialing, due process hearings, and Joint Commission accreditation and compliance. Her trial experience includes complex litigation, such as representation of hospital systems, manufacturers and sellers of medical devices, and commercial litigation involving the health industry. Additionally, she has experience reviewing business arrangements among managed care providers and other statutory and regulatory compliance.

Starr West, CPHQ, Director of Policy Analysis, THA.
 
West has a strong background in performance improvement, patient safety, health information management, and performance measurement. Prior to joining THA, West was a clinical outcomes consultant at SETON Healthcare Network in Austin, account representative with HCIA (now Solucient, LLC) and Director of Quality Outcomes Management with South Austin Hospital in Austin.
