OVERVIEW
Actions by the Texas Legislature, Texas Board of Nursing, Texas Department of State Health Services and accrediting bodies impact a number of workplace issues, and hospitals must keep abreast of related legislative and regulatory requirements. This audioconference, recorded on Oct. 16, 2008, and part six of THA's seven-part series on compliance, describes how the Texas Nurse Staffing Rules, the 2007 revisions to the Nursing Practice Act and the 2008 revisions to Board of Nursing's peer review rules will assist facilities in addressing workplace issues that foster a culture of safety.

TARGET AUDIENCE
This audioconference series will benefit chief executive officers, chief operating officers, nurse executives, hospital legal staff, compliance officers, risk managers, quality and performance improvement managers, social workers and case managers. Hospitals also are encouraged to include other department directors as appropriate.

FACULTY
Elizabeth N. Sjoberg, RN, J.D., Associate General Counsel, Texas Hospital Association. Sjoberg joined the Texas Hospital Association in February 1995. She is one of three in-house attorneys whose responsibilities include advocating for member hospitals and health systems in the legislative and regulatory arenas, informing members and the public about current topics in health law and leading the Association addressing health care workforce shortages. Issue areas include nurse licensure and practice; EMS and trauma standards and funding; reporting requirements; data collection; patient safety; advance directives and end-of-life care; and public health promotion and wellness. Sjoberg received her law degree from St. Mary’s University School of Law, and a bachelor of science in nursing from The University of Texas School of Nursing at Austin. Prior to attending law school, Sjoberg worked in both hospital and clinic settings. Her professional affiliations include the State Bar of Texas, Health Law and Administrative Law Sections; American Health Lawyers Association; Austin Health Lawyers Group; and Texas Organization of Nurse Executives.
Nancy J. Locke, Partner, Fulbright & Jaworski LLP. Locke is a partner who joined Fulbright & Jaworski LLP's Houston office in 1987. Locke has experience in medical malpractice defense litigation. Prior to law school, she practiced for 16 years as a registered nurse in obstetrics and as a certified nurse midwife in the United States and United Kingdom. In keeping with her pre-law experience, Locke has handled numerous obstetrical and surgical malpractice cases and other litigation involving health care providers, including reporting and investigating child abuse and managed care issues.
Daphne Diann Walker, Associate, Fulbright & Jaworski LLP. Daphne Walker joined the Dallas office of Fulbright & Jaworski LLP in 2006. As an associate, she focuses her practice on health care matters. Prior to joining the firm, Walker practiced as a registered nurse for nine years and she continues to maintain an active license to practice nursing in Texas. Her background in health care administration and patient care provides a unique perspective on the legal issues in health care.
