Following the passage of Senate Bill 10 this spring, Texas is primed to make major changes in how the Medicaid program operates and is funded, including the development and negotiation of a federal waiver and implementation of the Texas Health Opportunity Pool Trust Fund. Get the latest on the reform effort and learn how Texas hospitals are involved. Hawkins also will provide insight on various studies of potential initiatives to reduce the uninsured population in Texas.

The debate over the “futility” provision of the Texas Advance Directives Act has overshadowed more basic considerations about effective communication with patients and their families. Brody will provide an overview of the ethical values at play in futility cases, and suggest aspects of hospital policy that best can resolve such disputes.

Rep. Delisi, who as chair of the House Public Heath Committee oversaw several emotionally charged hearings on proposed changes to Texas’ advance directives law, will discuss the sensitivity of addressing ethical issues in the legislative arena, the long-term implications of not addressing them, and how caregivers and other stakeholders can improve end-of-life care within the framework of the existing law.

Best Practices: Communicating About End-of-Life Decisions

Also during this session, the prestigious Earl M. Collier Award for Distinguished Health Care Administration and the THA Excellence in Community Service Award will be presented, the Texas Organization of Nurse Executives will honor the recipient of its first Excellence in Leadership Award, and long-time members of THA and the American Hospital Association will be recognized.
